Aim: This study aimed to analyze agility capacities in Mashhad's informal settlements by introducing the innovative "Organic Agile City" framework, focusing on inherent governance, economic, social, and innovation mechanisms that enable dynamic adaptation to changing conditions.
Material & Method: Employing a mixed-methods approach with a descriptive-analytical design, data were collected through a researcher-developed questionnaire from 384 residents selected via multi-stage cluster sampling, alongside 30 semi-structured interviews with residents and experts. Quantitative data were analyzed using SPSS and SmartPLS, while qualitative data underwent grounded theory analysis using MAXQDA.
Finding: The results revealed significant agile capacities across all dimensions: informal dispute resolution systems (80%) and collective decision-making (60%) in governance; spontaneous financial networks (67.66%) and business flexibility (53.33%) in economy; social mutual aid (86.7%) and strong social capital (73.3%) in society; and low-cost solutions (46.7%) with spatial adaptability (50%) in innovation. Structural equation modeling indicated that agile society had the strongest impact on overall resilience (path coefficient: 0.45), with a significant bidirectional relationship between agile economy and innovation.
Conclusion: The study demonstrates that these settlements exemplify "Organic Agile City" characteristics, where agility emerges from collective learning and self-organization rather than formal planning, with social capital serving as fundamental infrastructure. This necessitates a paradigm shift from deficit-based to capacity-based approaches in studying informal settlements.
Innovation: The fundamental innovation lies in introducing and validating the "Organic Agile City" framework as a new lens for understanding internal dynamics of informal settlements. The practical application provides a policy roadmap for enhancing urban resilience and reducing management costs through integrating organic capacities with formal planning systems.
